World Health Organization Disability and Rehabilitation Team. In this report to the United Nations World Health Organization, Professor Barnes, from the Centre for Disability Studies, University of Leeds, England, recommends that member nations adopt a holistic approach that includes the introduction of policies to eliminate poverty and secure equal access to all community based services and facilities. These include medical services, education, employment, housing, transport, public amenities etc. The responsibility of national governments for introducing and financing these developments is also addressed.
