The present study was prepared on the basis of information made available by Governments responding to the questionnaire, dated 15 December 1995, which, at the request of the Special Rapporteur on Disability of the United Nations Commission for Social Development, was constructed for the purpose of monitoring the implementation of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities, in accordance with the United Nations General Assembly resolution 48/96. The information contained in this book has been collected by the United Nations from the Governments and Non-Governmental Organizations listed in Annexes VI and VII herein. The study complements the Report of the Special Rapporteur to the General Assembly (United Nations document A/52/56). However, the views expressed in this study are those of the author and do not necessarily reflect the views of the United Nations Secretariat.

The author would like to express his appreciation for the financial support given to this project by the Swedish Ministry of Health and Social Affairs. He also expresses his gratitude to his colleagues at the Department of Sociology, Uppsala University and to the staff members of the UN Department of Policy Co-ordination and Sustainable Development.
