2000. Consumer-Directed Home and Community Services Programs in Five Countries: Policy Issues for Older People and Government.
This Urban Institute study reviews community services programs in five countries--Austria, France, Germany, the Netherlands, and the US - and shows that direct payments for personal assistance and long term care hold great promise for consumer-directed high quality services.
